Dans ce contexte, le travail de <strong>HAQAA3 sur les donn\u00e9es de l&rsquo;enseignement sup\u00e9rieur pour la politique<\/strong> vise \u00e0 renforcer les fondations r\u00e9gionales n\u00e9cessaires \u00e0 un cadre de donn\u00e9es continental clair, dirig\u00e9 par l&rsquo;<strong>Union africaine<\/strong>. Dans toute l&rsquo;Afrique, la r\u00e9forme de l&rsquo;enseignement sup\u00e9rieur se concentre de plus en plus sur l&rsquo;harmonisation, la mobilit\u00e9, l&rsquo;assurance qualit\u00e9 et l&rsquo;int\u00e9gration r\u00e9gionale. Les cadres continentaux tels que l<strong> &lsquo;Agenda 2063 et la Strat\u00e9gie continentale pour l&rsquo;\u00e9ducation en Afrique<\/strong> (CESA 16-25 dans un pass\u00e9 r\u00e9cent et CESA 26-35 aujourd&rsquo;hui) pr\u00e9sentent une vision ambitieuse. C&rsquo;est la fragmentation. <\/strong><\/p>\n\n\n<style>.wp-block-kadence-advancedheading.kt-adv-heading6925_d24637-60, .wp-block-kadence-advancedheading.kt-adv-heading6925_d24637-60[data-kb-block=\"kb-adv-heading6925_d24637-60\"]{font-style:normal;}.wp-block-kadence-advancedheading.kt-adv-heading6925_d24637-60 mark.kt-highlight, .wp-block-kadence-advancedheading.kt-adv-heading6925_d24637-60[data-kb-block=\"kb-adv-heading6925_d24637-60\"] mark.kt-highlight{font-style:normal;color:#f76a0c;-webkit-box-decoration-break:clone;box-decoration-break:clone;padding-top:0px;padding-right:0px;padding-bottom:0px;padding-left:0px;}<\/style>\n<p class=\"kt-adv-heading6925_d24637-60 wp-block-kadence-advancedheading\" data-kb-block=\"kb-adv-heading6925_d24637-60\">Les travaux r\u00e9alis\u00e9s dans le cadre de HAQAA2, en particulier la <strong>cartographie continentale des syst\u00e8mes de donn\u00e9es sur l&rsquo;enseignement sup\u00e9rieur<\/strong>, ont r\u00e9v\u00e9l\u00e9 un paysage marqu\u00e9 par des capacit\u00e9s in\u00e9gales, des indicateurs non harmonis\u00e9s, une interop\u00e9rabilit\u00e9 limit\u00e9e et une forte d\u00e9pendance \u00e0 l&rsquo;\u00e9gard des processus manuels dans de nombreuses r\u00e9gions du continent. <strong>Les donn\u00e9es existent souvent, mais elles sont cloisonn\u00e9es<\/strong>. Elles sont contenues au niveau national, incoh\u00e9rentes au niveau r\u00e9gional et rarement align\u00e9es sur les cadres continentaux. Cette fragmentation a des r\u00e9percussions sur les politiques. <strong>Sans un ensemble commun d&rsquo;indicateurs, les efforts d&rsquo;harmonisation risquent de se transformer en objectifs ambitieux plut\u00f4t qu&rsquo;en r\u00e9sultats mesurables<\/strong>. De nombreuses communaut\u00e9s \u00e9conomiques r\u00e9gionales (CER) et associations universitaires d&rsquo;Afrique ont d\u00e9j\u00e0 lanc\u00e9 leurs propres initiatives en mati\u00e8re de donn\u00e9es r\u00e9gionales, bien qu&rsquo;\u00e0 des rythmes diff\u00e9rents. <strong>Au lieu de cr\u00e9er des syst\u00e8mes distincts, HAQAA3 s&rsquo;appuie sur ces structures existantes<\/strong>. La cr\u00e9ation d&rsquo;<strong>unit\u00e9s r\u00e9gionales de donn\u00e9es politiques (PDU)<\/strong> suit cette philosophie : renforcer progressivement les capacit\u00e9s au niveau continental <strong>avec le soutien de la Commission de l&rsquo;Union africaine (CUA), en \u00e9troite collaboration avec l&rsquo;Institut panafricain d&rsquo;\u00e9ducation pour le d\u00e9veloppement (IPED)<\/strong>. En ce sens, HAQAA3 ne se contente pas de soutenir les syst\u00e8mes de donn\u00e9es r\u00e9gionaux ; il contribue \u00e0 cr\u00e9er un <strong>\u00e9cosyst\u00e8me unifi\u00e9 d&rsquo;informations sur l&rsquo;enseignement sup\u00e9rieur en Afrique<\/strong>. Cette approche \u00e9vite d&rsquo;imposer l&rsquo;uniformit\u00e9 tout en permettant la comparaison. Cette \u00e9quipe rassemble des experts d&rsquo;associations universitaires r\u00e9gionales et continentales, d&rsquo;organismes professionnels, de la CUA et de partenaires internationaux. L&rsquo;une de ses principales contributions a \u00e9t\u00e9 l&rsquo;\u00e9laboration d&rsquo;un <strong>ensemble d&rsquo;indicateurs de base de l&rsquo;enseignement sup\u00e9rieur en Afrique<\/strong>. Ces indicateurs ne sont pas destin\u00e9s \u00e0 copier les cadres de r\u00e9f\u00e9rence externes. Ils combleront plut\u00f4t une lacune de longue date : l&rsquo;absence d&rsquo;une discussion continentale structur\u00e9e sur les donn\u00e9es relatives \u00e0 l&rsquo;enseignement sup\u00e9rieur qui refl\u00e8te les priorit\u00e9s africaines, <strong>notamment la mobilit\u00e9 intra-africaine, la diversit\u00e9 institutionnelle, la dynamique r\u00e9gionale de l&rsquo;assurance qualit\u00e9 et les d\u00e9fis de l&rsquo;inclusion propres au continent<\/strong>. En ce sens, le travail est \u00e9volutif plut\u00f4t que perturbateur.
