l&rsquo;\u00e9chelle du continent consacr\u00e9 \u00e0 la mobilit\u00e9, \u00e0 la reconnaissance et \u00e0 l&rsquo;int\u00e9gration dans l&rsquo;enseignement sup\u00e9rieur africain<\/strong><\/h1>\n\n\n\n<p class=\"wp-block-paragraph\">Plus de <strong>200 participants issus de 26 pays africains ont pris part au lancement du programme en ligne de la phase pilote de l&rsquo;ACTS<\/strong>, le 26 mai 2026, marquant ainsi une \u00e9tape importante dans les efforts actuellement d\u00e9ploy\u00e9s pour renforcer la mobilit\u00e9 universitaire, la reconnaissance et l&rsquo;int\u00e9gration au sein des syst\u00e8mes d&rsquo;enseignement sup\u00e9rieur africains.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">R\u00e9unissant des repr\u00e9sentants d\u2019universit\u00e9s, de minist\u00e8res, d\u2019agences d\u2019assurance qualit\u00e9, d\u2019autorit\u00e9s charg\u00e9es des certifications, d\u2019organisations r\u00e9gionales, d\u2019associations \u00e9tudiantes et d\u2019initiatives en faveur de la mobilit\u00e9, <strong>ce lancement a marqu\u00e9 le d\u00e9but d\u2019un processus \u00e0 l\u2019\u00e9chelle du continent de r\u00e9flexion collective et d\u2019exp\u00e9rimentation autour du Syst\u00e8me africain de transfert de cr\u00e9dits (ACTS), actuellement en cours d\u2019\u00e9laboration dans le cadre de HAQAA3.<\/strong><\/p>\n\n\n\n<h2 class=\"wp-block-heading\">De la consultation \u00e0 la mise en \u0153uvre<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">La phase pilote s&rsquo;appuie sur un travail approfondi men\u00e9 tout au long des ann\u00e9es 2024 et 2025. Au cours de l&rsquo;ann\u00e9e 2024, <a href=\"https:\/\/haqaa3.obreal.org\/fr\/avancement-de-lacts\/\">des consultations ont \u00e9t\u00e9 <\/a>organis\u00e9es avec des universit\u00e9s, des autorit\u00e9s nationales, des agences d&rsquo;assurance qualit\u00e9, des autorit\u00e9s charg\u00e9es des certifications et des organisations r\u00e9gionales \u00e0 travers le continent afin de<strong> mieux comprendre les pratiques existantes et les attentes en mati\u00e8re de mobilit\u00e9, de reconnaissance et de coop\u00e9ration universitaire<\/strong>. Les conclusions ont \u00e9t\u00e9 synth\u00e9tis\u00e9es dans le <a href=\"https:\/\/haqaa3.obreal.org\/wp-content\/uploads\/2025\/06\/ACTS-Report-Executive-summary.pdf\">rapport ACTS sur l\u2019\u00e9tat des lieux<\/a>, publi\u00e9 en 2025, qui a mis en \u00e9vidence \u00e0 la fois la diversit\u00e9 des approches existantes \u00e0 travers l\u2019Afrique et le <strong>vif int\u00e9r\u00eat pour le d\u00e9veloppement d\u2019instruments concrets capables de soutenir la mobilit\u00e9 et la reconnaissance tout en respectant l\u2019autonomie institutionnelle, les contextes nationaux et les r\u00e9alit\u00e9s r\u00e9gionales.<\/strong>  <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Plut\u00f4t que de proposer un mod\u00e8le unique, <strong>les consultations ont mis en \u00e9vidence la n\u00e9cessit\u00e9 d&rsquo;une approche souple et pilot\u00e9e par l&rsquo;Afrique, capable d&rsquo;instaurer la confiance et de faciliter la coop\u00e9ration entre les institutions et les syst\u00e8mes.<\/strong><\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Un processus men\u00e9 par l&rsquo;Afrique<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">La phase pilote du programme ACTS rassemble <strong>12 pays pilotes repr\u00e9sentant diff\u00e9rentes traditions linguistiques, r\u00e9gionales et universitaires \u00e0 travers le continent<\/strong>: l&rsquo;Angola, le Botswana, le Cameroun, l&rsquo;\u00c9gypte, l&rsquo;\u00eele Maurice, le Maroc, le Mozambique, le Nigeria, le Rwanda, le S\u00e9n\u00e9gal, l&rsquo;Afrique du Sud et l&rsquo;Ouganda.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ce processus b\u00e9n\u00e9ficie du soutien d\u2019une \u00e9quipe africaine d\u2019experts de l\u2019ACTS ainsi que d\u2019organisations r\u00e9gionales telles que l\u2019IUCEA, le CAMES, le RAFANAQ, la SARUA et d\u2019autres partenaires, comme l\u2019Union des \u00e9tudiants d\u2019Afrique (AASU), qui s\u2019impliquent activement dans les domaines de la mobilit\u00e9, de l\u2019assurance qualit\u00e9 et de la coop\u00e9ration en mati\u00e8re d\u2019enseignement sup\u00e9rieur. Le projet pilote b\u00e9n\u00e9ficie \u00e9galement de la participation <strong>d\u2019universit\u00e9s issues de plus de 20 pays africains participant au Programme de mobilit\u00e9 universitaire intra-africaine,<\/strong> financ\u00e9 par l\u2019Union europ\u00e9enne, dont l\u2019exp\u00e9rience pratique apporte un \u00e9clairage pr\u00e9cieux sur les opportunit\u00e9s et les d\u00e9fis li\u00e9s \u00e0 la mobilit\u00e9 universitaire entre les pays africains. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Ensemble, ces acteurs contribuent au d\u00e9veloppement et \u00e0 la mise \u00e0 l&rsquo;essai de l&rsquo;ACTS dans le cadre d&rsquo;un processus qui place les exp\u00e9riences et les priorit\u00e9s africaines au c\u0153ur de la d\u00e9marche.<\/strong><\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Bien plus qu&rsquo;un simple programme de formation<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Au c\u0153ur de la phase pilote se trouve un programme en ligne multilingue disponible en anglais, en fran\u00e7ais et en portugais. Structur\u00e9 autour d\u2019une s\u00e9rie de modules th\u00e9matiques, ce programme associe des supports \u00e9crits, des vid\u00e9os, des d\u00e9bats r\u00e9gionaux en direct et des activit\u00e9s de r\u00e9flexion institutionnelle destin\u00e9es tant aux universit\u00e9s qu\u2019aux autorit\u00e9s nationales.   <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Plut\u00f4t que de fonctionner comme un programme de formation traditionnel, <strong>ce programme en ligne a \u00e9t\u00e9 con\u00e7u comme un espace collaboratif o\u00f9 les participants peuvent analyser les pratiques existantes, partager leurs exp\u00e9riences et mener une r\u00e9flexion collective sur la mani\u00e8re de renforcer la mobilit\u00e9 et la reconnaissance \u00e0 l&rsquo;\u00e9chelle du continent.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Le premier module a abord\u00e9 la relation entre l&rsquo;int\u00e9gration r\u00e9gionale, la coop\u00e9ration dans l&rsquo;enseignement sup\u00e9rieur et la mobilit\u00e9 universitaire. Le deuxi\u00e8me module est consacr\u00e9 aux cr\u00e9dits universitaires et aux programmes d&rsquo;\u00e9tudes, tandis que les prochains modules examineront de mani\u00e8re plus approfondie la mobilit\u00e9, le transfert et la reconnaissance des cr\u00e9dits. <\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Avantages pour les universit\u00e9s et les autorit\u00e9s nationales<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Pour les universit\u00e9s, cette participation offre l\u2019occasion d\u2019examiner les pratiques institutionnelles li\u00e9es \u00e0 la conception des programmes d\u2019\u00e9tudes, aux cr\u00e9dits universitaires, aux programmes de mobilit\u00e9 et aux proc\u00e9dures de reconnaissance, tout en tirant les enseignements des exp\u00e9riences men\u00e9es dans diff\u00e9rentes r\u00e9gions d\u2019Afrique. Pour les autorit\u00e9s nationales, ce projet pilote constitue une plateforme permettant de mener une r\u00e9flexion sur les cadres politiques, les syst\u00e8mes de certification, les strat\u00e9gies de mobilit\u00e9 et les m\u00e9canismes de reconnaissance, ainsi que d\u2019interagir directement avec les \u00e9tablissements confront\u00e9s \u00e0 des d\u00e9fis concrets de mise en \u0153uvre. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Pour ces deux groupes, <strong>ce processus offre une occasion unique de contribuer au d\u00e9veloppement futur de l&rsquo;ACTS et du Guide de l&rsquo;utilisateur de l&rsquo;ACTS, ainsi que de fa\u00e7onner les d\u00e9bats continentaux sur la mobilit\u00e9 et la reconnaissance<\/strong> par le biais du r\u00e9seau des ambassadeurs de l&rsquo;ACTS dont ils feront partie.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Instaurer la confiance au-del\u00e0 des fronti\u00e8res<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">L&rsquo;un des messages cl\u00e9s qui ressort de ce projet pilote est que  <strong>La mobilit\u00e9 ne d\u00e9pend pas de l&rsquo;harmonisation des syst\u00e8mes d&rsquo;enseignement sup\u00e9rieur. Elle repose plut\u00f4t sur la coop\u00e9ration, la confiance et les modalit\u00e9s pratiques entre les \u00e9tablissements <\/strong>  op\u00e9rant dans diff\u00e9rents contextes nationaux et r\u00e9gionaux.  <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">En ce sens, l\u2019ACTS n\u2019est pas con\u00e7u comme un m\u00e9canisme de normalisation, mais comme <strong>un outil susceptible de faciliter la coop\u00e9ration tout en respectant la diversit\u00e9.<\/strong> Le projet pilote vise donc \u00e0 renforcer les conditions qui rendent la mobilit\u00e9 possible : la compr\u00e9hension mutuelle, la transparence, les pratiques de reconnaissance et le dialogue entre les institutions et les autorit\u00e9s.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Un effort \u00e0 l&rsquo;\u00e9chelle du continent<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Le lancement de ce programme en ligne a mis en \u00e9vidence <strong>le vif int\u00e9r\u00eat qui existe dans toute l&rsquo;Afrique pour la promotion de la mobilit\u00e9 et de la reconnaissance, dans le cadre d&rsquo;efforts plus larges en faveur de l&rsquo;int\u00e9gration r\u00e9gionale et de la coop\u00e9ration universitaire.<\/strong> <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Au cours des prochains mois, les participants poursuivront leurs travaux dans le cadre de groupes r\u00e9gionaux, d\u2019activit\u00e9s de r\u00e9flexion et de sessions en direct anim\u00e9es par des experts de l\u2019ACTS et des partenaires r\u00e9gionaux. Les r\u00e9sultats de cette exp\u00e9rimentation collective contribueront directement \u00e0 l\u2019\u00e9laboration de conseils pratiques, de recommandations politiques et de futures voies de mise en \u0153uvre pour l\u2019ACTS.   <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Alors que les syst\u00e8mes d&rsquo;enseignement sup\u00e9rieur africains sont de plus en plus interconnect\u00e9s, <strong>la phase pilote de l&rsquo;ACTS constitue une occasion importante de mettre au point des solutions ancr\u00e9es dans les r\u00e9alit\u00e9s africaines, tout en contribuant \u00e0 un espace
