Neste contexto, o trabalho <strong>do HAQAA3 sobre Dados do Ensino Superior para Pol\u00edticas<\/strong> tem como objetivo refor\u00e7ar as bases regionais necess\u00e1rias para um quadro de dados continental claro, liderado pela <strong>Uni\u00e3o Africana<\/strong>. Em toda a \u00c1frica, a reforma do ensino superior centra-se cada vez mais na harmoniza\u00e7\u00e3o, mobilidade, garantia de qualidade e integra\u00e7\u00e3o regional. Quadros continentais como a<strong> Agenda 2063 e a Estrat\u00e9gia Continental de Educa\u00e7\u00e3o para \u00c1frica<\/strong> (CESA16-25 no passado recente e CESA 26-35 atualmente) apresentam uma vis\u00e3o ambiciosa. Est\u00e3o contidos a n\u00edvel nacional, s\u00e3o inconsistentes a n\u00edvel regional e raramente se alinham com os quadros continentais. Esta fragmenta\u00e7\u00e3o tem implica\u00e7\u00f5es para as pol\u00edticas. <strong>Sem um conjunto comum de indicadores, os esfor\u00e7os de harmoniza\u00e7\u00e3o correm o risco de se tornarem apenas objectivos ambiciosos e n\u00e3o resultados mensur\u00e1veis<\/strong>. Muitas das Comunidades Econ\u00f3micas Regionais (CER) e Associa\u00e7\u00f5es Universit\u00e1rias de \u00c1frica j\u00e1 t\u00eam as suas pr\u00f3prias iniciativas de dados regionais, embora a ritmos diferentes. <strong>Em vez de criar sistemas separados, o HAQAA3 baseia-se nestas estruturas existentes<\/strong>. A cria\u00e7\u00e3o de <strong>Unidades Regionais de Dados Pol\u00edticos (UDPs)<\/strong> segue esta filosofia: criar gradualmente capacidades a n\u00edvel continental <strong>com o apoio da Comiss\u00e3o da Uni\u00e3o Africana (AUC), trabalhando em estreita colabora\u00e7\u00e3o com o Instituto Pan-Africano de Educa\u00e7\u00e3o para o Desenvolvimento (IPED)<\/strong>. Neste sentido, o HAQAA3 n\u00e3o est\u00e1 apenas a apoiar sistemas de dados regionais; est\u00e1 a ajudar a criar um <strong>ecossistema unificado de informa\u00e7\u00e3o sobre o ensino superior em \u00c1frica<\/strong>. Esta abordagem evita a imposi\u00e7\u00e3o de uniformidade, permitindo ao mesmo tempo a compara\u00e7\u00e3o. Esta equipa re\u00fane peritos de associa\u00e7\u00f5es universit\u00e1rias regionais e continentais, organismos profissionais, a CUA e parceiros internacionais. Uma das suas principais contribui\u00e7\u00f5es foi o desenvolvimento de um <strong>conjunto b\u00e1sico de Indicadores Africanos do Ensino Superior<\/strong>. Estes indicadores n\u00e3o se destinam a copiar os quadros externos de avalia\u00e7\u00e3o comparativa. Em vez disso, ir\u00e3o preencher uma lacuna de longa data: a falta de um debate continental estruturado sobre dados do ensino superior que reflictam as prioridades africanas, <strong>incluindo a mobilidade intra-africana, a diversidade institucional, a din\u00e2mica regional de garantia de qualidade e os desafios de inclus\u00e3o espec\u00edficos do continente<\/strong>. Neste sentido, o trabalho \u00e9 mais evolutivo do que disruptivo. A arquitetura t\u00e9cnica n\u00e3o \u00e9 suficiente sem m\u00e3o de obra qualificada. <strong>Os programas de forma\u00e7\u00e3o do HAQAA3 centram-se nos funcion\u00e1rios dos minist\u00e9rios, nas ag\u00eancias de garantia da qualidade e nas institui\u00e7\u00f5es de ensino superior (IES) que lidam com o HEMIS e com a comunica\u00e7\u00e3o de dados<\/strong>. O objetivo \u00e9 promover uma cultura de governa\u00e7\u00e3o de dados, passando de uma comunica\u00e7\u00e3o reactiva para uma an\u00e1lise pol\u00edtica proactiva.
