The IUCEA Stakeholder Forum is a crucial step towards advancing higher education data management across East Africa. The forum’s goals include developing harmonized guidelines for data collection, proposing a roadmap for implementing a regional Higher Education Information Management System (HEIMS), fostering shared ownership of the HEIMS initiative, and establishing a regional Steering Committee and data working group.

Effective data collection, management, and analysis are vital for informed decision-making, planning, policy development, and quality assurance in higher education. Strengthening the capacity of African higher education institutions in this area is central to achieving meaningful regional integration and development.
HAQAA3 builds on the progress made in previous project phases, particularly the roadmap developed during HAQAA2. HAQAA’s Data Work Area is designed to explore regional approaches to data collection that respect diverse legal, political, and linguistic contexts while consolidating frameworks to strengthen HE data systems across Africa.
At the IUCEA Stakeholder Forum, HAQAA3 is contributing to the development of a comprehensive and harmonized HEIMS for the East African Community Partner States. This effort aims to lay a strong foundation for more coherent and data-driven higher education policies, ultimately supporting regional integration and quality enhancement across the continent.
